State Incentives
California offers numerous EV incentives. State programs include HOV lane access, toll discounts, and sales tax exemptions for EVs. Utilities and districts provide rebates of up to $12,000 for income-qualified EV purchases and up to $3,000 for EV chargers. Many utilities, including PG&E and LADWP, offer TOU rates, charger rebates, and special EV programs. Incentives vary by region and utility provider.

California Carpool Stickers Program
Category: HOV Lane Access EV owners can obtain decals that allow certain electric vehicles to use High Occupancy Vehicle (HOV or carpool) lanes, regardless of the number of passengers. This exemption expires September 30, 2025. -
California EV Charging Station Rebate • South Coast and MSRC
Category: Charger Rebates Residents within the SCAQMD jurisdiction may receive rebates of up to $250 for Level 2 EV chargers, or $500 if income-qualified. -
California EV Replacement Grant Program • Bay Area
Category: EV Rebates Grants of up to $12,000 for income-qualified Bay Area residents to replace their old car with a electric vehicle. Grants vary depending on the household income. Eligible vehicles for replacement should be model year 2007 or older. An additional $2,000 in funding is available for a Level 2 home charger installation. -
EV and EV Charging Station Rebates • TID
Category: EV Rebates Turlock Irrigation District (TID) offers residential customers a $500 ($700 if enrolled in the TID CARES Program) rebate for the purchase or lease of a qualifying new or pre-owned EV and a $300 ($400 if enrolled in the TID CARES Program) rebate for the purchase and installation of a qualifying Level 2 EV charging station. -
Pre-Owned EV and EV Charging Station Rebates • Alameda Municipal Power
Category: EV Rebates Alameda Municipal Power offers rebates for both purchasing a used electric vehicle (up to $6,000 for income-qualified customers, $1,500 standard) and installing a Level 2 EV charger at home (up to $500). -
EV Time-of-Use Rate • Liberty Utilities
Category: Electricity Discounts Liberty Utilities offers residential and commercial customers TOU rates for charging EVs. -
EV Charging Station Rebate • Liberty Utilities
Category: Charger Rebates Liberty Utilities offers residential customers a rebate of $1,500 for the purchase and installation of a qualifying Level 2 EV charging station. -
Residential EV Charging Rate Incentive • MCE
Category: Electricity Discounts MCE offers residential customers an incentive of $50 for enrolling in MCE’s managed charging program. Participants in this program may receive a monthly rebate of up to $10. -
EV Rebate • MCE
Category: EV Rebates MCE offers a $3,500 rebate for the purchase or lease of a new EV and a $2,000 rebate for the purchase or lease of a pre-owned EV for residential customers. To be eligible for the rebate, applicants must live in MCE’s service area, be an MCE customer, and meet at least one of the qualifying income requirements. -
Multi-Unit Dwelling (MUD) and Workplace EV Charging Station Rebate • MCE
Category: Charger Rebates MCE provides rebates of up to $3,000 for the purchase and installation of qualifying Level 2 EV charging stations at MUDs and workplaces in MCE territory, up to $60,000 per site. Customers enrolled in the MCE Deep Green program may be eligible for an additional $500 rebate per port, up to $10,000 per site. -

Category: Electricity Discounts MCE offers residential, multi-unit dwelling, and workplace customers TOU rates for charging EVs. -
Pre-Owned EV Rebates • Pacific Gas and Electric
Category: EV Rebates PG&E offers residential customers a rebate of $1,000 for the purchase of a pre-owned EV. Low-income residents are eligible for a rebate of up to $4,000. -
EV Rebate • Pasadena Water and Power
Category: EV Rebates Pasadena Water and Power offers up to $1,500 in EV rebates. Residents get $250 for new or used EVs, with an extra $250 for purchases from local dealerships. Income-qualified customers qualify for an additional $1,000. Limit: two rebates per address every three years. -
EV Charging Station Rebate • Azusa Light & Water
Category: Charger Rebates Azusa Light & Water offers a $150 rebate to customers for the purchase of an ENERGY STAR certified Level 2 EV charging station. -
EV Time-of-Use Rate • Azusa Light & Water
Category: Electricity Discounts Azusa Light & Water offers a TOU rate to residential customers who own or lease an EV. -
Residential EV Charging Station Rebate • LADWP
Category: Charger Rebates LADWP offers up to $1,000 for Level 2 EV charger purchase and installation, plus $250 for a dedicated meter. Low-income customers qualify for an extra $500 rebate. -
EV and EV Charging Station Rebates • Central Coast Community Energy
Category: EV Rebates CCCE offers rebates of up to $4,000 to residential customers for the purchase of new or pre-owned EVs. CCCE also offers a rebate of up to $700 for Level 2 EV charging stations installed at homes or workplaces. -
EV Charging Station Rebate • Burbank Water and Power
Category: Charger Rebates BWP provides rebates to offset EV charger costs for residents and businesses. Homeowners can get up to $500, time-of-use rates, and potential panel upgrade bonuses. Disadvantaged communities receive higher rebates. -
Pre-Owned EV Rebate • Burbank Water and Power
Category: EV Rebates BWP offers residential customers a rebate of up to $1,000 for the purchase of a pre-owned EV. -
EV Charging Station Rebate • Glendale Water and Power
Category: Charger Rebates GWP provides rebates to residential customers toward the purchase of Level 2 EV charging stations. Residential customers who install a charger can receive up to $599, and potential electric panel upgrade bonuses. Customers enrolled in the Glendale Care program can receive higher rebates. -
Residential EV Charging Station Rebate • Pasadena Water and Power
Category: Charger Rebates PWP provides rebates of $600 for residential customers toward the installation of a WiFi enabled EV charging station, or $200 toward the installation of a non-WiFi enabled EV charging stations. -
Pre-Owned EV Incentives • Peninsula Clean Energy
Category: EV Rebates PCE offers $2,000 toward the purchase of a pre-owned electric vehicle for income-qualifying residents of San Mateo County or the City of Los Banos. The EV must be at least 2 years old. -
Used EV Rebate Program • LADWP
Category: EV Rebates The Los Angeles Department of Water and Power (LADWP) offers rebates of up to $1,500 to residential customers for the purchase of eligible pre-owned EVs. Customers participating in the LADWP Lifeline or EZ-SAVE Low-Income Customer Assistance programs are eligible for an additional $2,500 rebate. -
EV Charging Rate Reduction • SCE
Category: Electricity Discounts Southern California Edison (SCE) offers a discounted electricity rate to customers who own or lease an EV. Two rate schedules are available for EV charging during on- and off-peak hours. -
EV Charging Rate Reduction • Azusa Light & Water
Category: Electricity Discounts Azusa Light & Water offers a $0.05 per kilowatt-hour (kWh) discount for electricity used to charge EVs during off peak times. Customers must use a minimum of 50 kWh to receive the discount. -
EV Time-Of-Use Rate • Burbank Water and Power
Category: Electricity Discounts BWP offers a TOU rate to residential or multi-family customers for electricity used to charge EVs. Customers must remain on the EV TOU rate for a minimum of one year. -
EV Charging Rate Reduction • SMUD
Category: Electricity Discounts The Sacramento Municipal Utility District (SMUD) offers a discounted rate to residential customers for electricity used to charge EVs. -
EV Rate Reduction • PG&E
Category: Electricity Discounts Pacific Gas & Electric (PG&E) offers discounted residential time-of-use rates for electricity used to charge EVs during off-peak hours. Discounted rates are also available for CNG or uncompressed natural gas used in vehicle home fueling appliances. -
EV Time-Of-Use Rate • SDG&E
Category: Electricity Discounts San Diego Gas & Electric (SDG&E) offers three EV TOU rates to residential customers. -
EV Charging Station Rebates • Silicon Valley Power
Category: Charger Rebates SVP provides incentives for EV charging. Homeowners get $550 per charger, multifamily/commercial properties receive $8,000 per port. Chargers must have Wi-Fi. Higher rebates are available for low-income and equity areas. -
EV Rebate • Silicon Valley Power
Category: EV Rebates SVP offers income-qualifying residential customers a rebate of $1,500 for the purchase of a pre-owned EV. Customers who meet LIHEAP income eligibility requirements may be eligible for a bonus rebate of $1,000. Vehicles with an MPGe of 117 or greater may be eligible for a bonus rebate of $1,000. -
EV Charging Station Rebates • PG&E
Category: Charger Rebates Pacific Gas and Electric (PG&E) offers residential customers rebates of up to $500 for a Level 2 EV charging station and $2,000 for electric panel upgrades necessary to support the EV charging station. Eligible participants must meet household income requirements. -
EV Charging Rate Incentive • Glendale Water and Power
Category: Electricity Discounts GWP offers a monthly incentive of $12 for customers who charge their EV during off-peak hours. Incentives are distributed annually. -
Residential EV Charging Station Rebate • SMUD
Category: Charger Rebates The Sacramento Municipal Utility District (SMUD) offers a rebate of up to $750 for the purchase and installation of a new Level 2 EV charging station and associated electrical upgrades. -
Drive Clean Rebate Program • San Joaquin Valley
Category: EV Rebates The San Joaquin Valley Air Pollution Control District (SJVAPCD) offers rebates of up to $3000 for the purchase or lease of eligible new EVs. To be considered for a rebate, applicants must have purchased or leased a vehicle from the eligible vehicle list and have up to 18 months from the date of purchase to submit an application for a rebate. -
Drive Clean Vehicle Incentive Program • El Dorado County
Category: EV Rebates The El Dorado County Air Quality Management District (EDC AQMD) offers rebates of up to $599 to residents towards the purchase or lease of a new qualifying electric vehicles (EVs). Limit: 1 incentive per household. -
EV Grants • California Air Resources Board
Category: EV Rebates The California Air Resources Board (CARB) offers grants of up to $7,500 to income-qualifying individuals for the purchase or lease of a new or pre-owned EV. Applicants may also be eligible to receive a grant of up to $2,000 for the purchase and installation of a Level 2 EV charging station. -
EV Rebate • Antelope Valley
Category: EV Rebates The Antelope Valley Air Quality Management District (AVAQMD) offers residents rebates of up to $500 for the purchase or lease of an EV from a dealership within the Antelope Valley jurisdiction. -
Fuel-Efficient Vehicle Tax Exemption
Category: Tax Benefits Vehicles purchased using a grant from the Clean Cars 4 All Program are exempt from sales tax. Additional requirements apply. -
EV TOU Rate • Alameda Municipal Power
Category: Electricity Discounts AMP offers a TOU rate to customers who own or lease an EV. -
Pre-Owned EV Rebate • SCE
Category: EV Rebates Southern California Edison's Pre-Owned EV Rebate Program offers customers a rebate of $1,000 (up to $4,000, if income-qualified) for the purchase or lease of an eligible used EV. -
Pre-owned Electric Vehicle Rebate • SDG&E
Category: EV Rebates San Diego Gas & Electric (SDG&E) offers customers a rebate of $1,000 (up to $4,000 for income-qualified applicants) for the purchase or lease of an eligible used EV. -
Used EV Rebate • Colton Electric Utility
Category: EV Rebates Owners of used EVs under Colton Electric service territory are eligible to receive a $1,000 ($1,500, if enrolled in the low-income program) rebate. Owners are allowed to receive a maximum of one EV Rebate per household. -
Residential EV Rebate • Lassen Municipal Utility District
Category: EV Rebates Lassen Municipal Utility District (LUMD) offers residential customers a $500 rebate for the purchase of a qualified new or used battery-electric vehicle. Limit: one rebate per customer. -
Residential New/Used EV and Level 2 EV Charging Rebates • Lodi Electric
Category: EV Rebates Lodi Electric (LE) offers a rebate of $1,000 ($3,500, if income-qualified) to residential customers for the purchase of a new or used EV. In addition, LE offers a rebate of $1,000 ($1,500, if income-qualified) for the purchase and installation of a new, qualifying Level 2 EV charging station. -
Special EV Rate for Home Charging • Lodi Electric
Category: Electricity Discounts Lodi Electric offers an EV charging rate which is available to EV owners who install a separate meter for their charging station. EV charging period: 8pm to 6am Monday through Friday, and all day on weekends and holidays. -
EV Rebate • Plumas-Sierra Rural Electric Cooperative
Category: EV Rebates The Plumas-Sierra Rural Electric Cooperative offers a $500 rebate for the purchase or lease of a new electric vehicle. The vehicle must be purchased in the last 6 months and registered in Plumas, Lassen, Sierra or Washoe County. -
Used EV, Level 2 Charger and TOU EV Rate Meter Rebates • Riverside Public Utilities Department
Category: EV Rebates Riverside Public Utilities Department offers up to $1,000 ($2,500 for qualified low-income residents) for used EV purchases, plus $500 for Level 2 charger installation. Customers can also receive up to $805 for TOU EV rate meter adapter installation. -
Residential EV Rebate • Santa Barbara Clean Energy
Category: EV Rebates Santa Barbara Clean Energy offers a rebate of $1,000 (up to $4,000, if income-qualified) to residential customers for the purchase of a new or used EV. -
Residential EV & EV Charger Rebates • Vernon Public Utilities
Category: EV Rebates Vernon Public Utilities (VPU) offers a rebate of up to $2,500 to residential customers for the purchase of a new or used EV. VPU also provides a rebate of up to $2,500 for installing a qualifying smart Level 2 EV charger. -
EV Charger Rebate • Anaheim Public Utilities
Category: Charger Rebates Anaheim Public Utilities offers rebates for residential Level 2 EV chargers. Non-TOU/EV Rate customers get up to $500. Networked chargers with time-based rates qualify for up to $1,000.

Category: Charger Rebates Island Energy electricity customers who own or lease an EV with an electric range in excess of 30 miles per charge are eligible for a rebate of up to $600 for the installation of a Level 2 (240-volt) home charging station. -

Category: Charger Rebates The Modesto Irrigation District is offering a rebate of up to $350 for Level 2 electric vehicle charging stations for residential and commercial customers. -
EV-D (TOU) Rate • Modesto Irrigation District
Category: Electricity Discounts MID’s EV-D rate allows customers with EVs to be billed for their electric usage at different prices depending on the time of day. -
EV Charger Rebate • Rancho Cucamonga Municipal Utility
Category: Charger Rebates Rancho Cucamonga Municipal Utility offers a rebate of up to $500 to offset the cost and installation of a qualifying Level 2 (240-volt) charger
for a single-family home or the owner of an individual multi-family unit. Only hard-wired installations (no 240V outlets) will qualify for the rebate. -
EV Charger Rebate • Roseville Electric
Category: Charger Rebates Income-qualified customers of Roseville Electric who install a Level 2 charger at their residence are eligible for a $400 rebate. -
EV Charger Rebate • Trinity Public Utilities District
Category: Charger Rebates Trinity Public Utilities District (TPUD) offers a $500 electricity bill credit for installing new Level 2 charging stations. Applicants must be current TPUD customers and submit applications within six months of installation. -
EV Charger Rebate • Truckee Donner Public Utility District
Category: Charger Rebates TDPUD offers up to $600 for Level 2 EV charger installation (up to $950 if it's a smart charger) and up to $1,000 for electric panel upgrades. -
CAV Toll Tag Program • FasTrak
Category: HOV Lane Access If you have a qualifying clean air vehicle (CAV) decal, you are eligible to drive in the carpool lane on state-owned bridges and in Bay Area Express Lanes as a single occupant and receive applicable toll discounts. -
Free EV Charging at City of Sacramento Parking Lots • SMUD
Category: Electricity Discounts There is no additional cost to use EV chargers when parked in a City-owned parking facility, with the exception of the Sacramento Valley Station (Lot 293) where payment for both parking and charger access is required. Electric vehicles parked on the street are still subject to posted parking regulations, including payment of meter fees.

Federal Incentives
The U.S. federal government offers EV tax credits to make going electric more affordable! New EV buyers may qualify for up to a $7,500 tax credit, depending on the car’s specs and buyer’s income. For pre-owned EVs, you could receive up to $4,000. Plus, homeowners in low-income or rural areas can get up to $1,000 for installing an EV charger.

Federal Tax Credit for New Electric Vehicles
Category: Tax Benefits All-electric vehicles purchased new in 2023 or after may be eligible for a federal income tax credit of up to $7,500. The credit is nonrefundable, so you can't get back more on the credit than you owe in taxes. Also, you can't apply any excess credit to future tax years.
The availability of the credit will depend on several factors: Vehicle's MSRP, Final assembly location, Battery component and/or critical minerals sourcing, Taxpayer’s modified adjusted gross income (AGI). -
Federal Tax Credit for Pre-Owned Electric Vehicles
Category: Tax Benefits Pre-owned all-electric vehicles purchased in 2023 or after may be eligible for a federal income tax credit. The credit equals 30% percent of the sale price up to a maximum credit of $4,000. The credit is nonrefundable, so you can't get back more on the credit than you owe in taxes. Also, you can't apply any excess credit to future tax years.
The vehicle must be purchased from a dealer, have a sale price of $25,000 or less, and must have a model year two years prior to the current calendar year. -
Federal EV Charger Tax Credit
Category: Tax Benefits Individuals in low-income communities and non-urban areas who purchase qualified residential EV charger after January 1, 2023, may receive a tax credit of up to $1,000.
In order to qualify, individuals need to be located in low-income community census tracts or non-urban census tracts as defined in IRS Notice 2024-20.
