State Incentives
Minnesota offers a variety of incentives to encourage EV adoption. You can get rebates on both new and used EVs, as well as rebates for installing home charging stations. Some utilities also offer discounts on electricity rates for charging during off-peak hours and even the option to power your EV with 100% wind energy. Additionally, there's a pilot program offering credits for using toll lanes with an EV.

Minnesota EV Rebate Program
Category: EV Rebates Minnesota offers EV rebates: up to $2,500 for new vehicles under $55,000, and up to $600 for used vehicles under $25,000.
EVs must be purchased or leased after May 25, 2023, and titled in Minnesota. -
Minnesota EV Toll Credit Pilot Program
Category: Other The Minnesota Department of Transportation (MnDOT) is offering a one-time $250 account credit to eligible EV drivers for use in Minnesota toll lanes.
Eligible vehicles must be purchased or leased between November 1, 2019, and October 31, 2025, and registered in Minnesota. -
EV Charging Station Rebate and Time-Of-Use Rate • Otter Tail Power
Category: Charger Rebates Otter Tail Power Company offers a time-of-use (TOU) rate to residential customers with electric vehicles.
The company also offers residential customers a $500 rebate for the installation of an AC Level 2 EV charging station. Eligible customers must be enrolled in the EV TOU rate. -
EV Charging Station Rebate and Time-Of-Use Rate • LREC
Category: Charger Rebates Lake Region Electric Cooperative (LREC) offers a TOU rate to residential customers. Utilizing the TOU rate requires a separate sub-metered circuit be installed to accommodate a charging station.
LREC also offers a rebate of up to $500 for the installation of an AC Level 2 EV charging station. -
EV Time-Of-Use Rates • Xcel Energy
Category: Electricity Discounts Xcel Energy offers two TOU rate options for residential customers that own an EV.
The EV Accelerate at Home rate requires customers to choose an eligible, separately metered Level 2 charger that Xcel Energy installs and maintains.
The Separate Meter rate only requires customers to install a separate meter to measure electricity used for EV charging. -
EV Charging Station Rebate and Time-Of-Use Rate • DEA
Category: Charger Rebates DEA offers EV owners time-of-use rates and a $500 rebate for installing a Level 1 or 2 charger with a separate meter.
Customers can also opt to power their EV with 100% wind energy at a TOU rate for the vehicle’s lifetime. -
EV Charging Station Rebate and Time-Of-Use Rates • Connexus Energy
Category: Charger Rebates Connexus Energy offers a rebate of up to $500 for the installation of a qualified AC Level 2 EV charging station. Eligible applicants must enroll in a time-of-use rate. -
EV Charging Station Rebate and Time-Of-Use Rate • Runestone Electric Association
Category: Charger Rebates REA offers residential customers rebates of up to $500 for installing a controlled AC Level 2 EV charging station.
To qualify for the full rebate, applicants must enroll their EV charging station in a time-of-use (TOU) rate.
For uncontrolled charging stations not on a time-of-use (TOU) rate, a $250 rebate is available. -
EV Time-Of-Use Rates and Rebate • Minnesota Power
Category: Electricity Discounts Minnesota Power offers a time-of-use (TOU) rate to residential customers with EVs. To be eligible, EV charging stations must use a separate sub-metered circuit.
Minnesota Power also offers a $500 rebate to customers enrolling in the EV TOU rate for the cost of installing a second service and meter. -
EV Charging Station Rebate • Minnesota Power
Category: Charger Rebates Minnesota Power offers a $500 rebate for the purchase of a qualified Level 2 Smart Charger. Customers must participate in one of Minnesota Power’s time-based or interruptible rates (Residential EV Service Rate, Time-of-Day rate, or Dual Fuel Standard Rate). -
EV Charging Station Rebate • Great River Energy
Category: Charger Rebates Great River Energy provides rebates for the purchase or lease of Level 2 EV charging stations. Rebates are available for public, workplace, multifamily, and fleet charging stations. Leased charging stations must have a minimum lease term of 5 years. -
EV Wind Energy Promotion • Great River Energy
Category: Charger Rebates Great River Energy’s Revolt initiative offers customers the ability to power an EV with 100% wind energy for the lifetime of the vehicle.
The program requires no additional cost, however standard or off-peak rates still apply for the electricity used. -
EV Charging Station Rebate • Energy Wise MN
Category: Charger Rebates Energy Wise MN is offering an instant rebate of up to $500 on a new electric vehicle (EV) charger.

Federal Incentives
The U.S. federal government offers EV tax credits to make going electric more affordable! New EV buyers may qualify for up to a $7,500 tax credit, depending on the car’s specs and buyer’s income. For pre-owned EVs, you could receive up to $4,000. Plus, homeowners in low-income or rural areas can get up to $1,000 for installing an EV charger.

Federal Tax Credit for New Electric Vehicles
Category: Tax Benefits All-electric vehicles purchased new in 2023 or after may be eligible for a federal income tax credit of up to $7,500. The credit is nonrefundable, so you can't get back more on the credit than you owe in taxes. Also, you can't apply any excess credit to future tax years.
The availability of the credit will depend on several factors: Vehicle's MSRP, Final assembly location, Battery component and/or critical minerals sourcing, Taxpayer’s modified adjusted gross income (AGI). -
Federal Tax Credit for Pre-Owned Electric Vehicles
Category: Tax Benefits Pre-owned all-electric vehicles purchased in 2023 or after may be eligible for a federal income tax credit. The credit equals 30% percent of the sale price up to a maximum credit of $4,000. The credit is nonrefundable, so you can't get back more on the credit than you owe in taxes. Also, you can't apply any excess credit to future tax years.
The vehicle must be purchased from a dealer, have a sale price of $25,000 or less, and must have a model year two years prior to the current calendar year. -
Federal EV Charger Tax Credit
Category: Tax Benefits Individuals in low-income communities and non-urban areas who purchase qualified residential EV charger after January 1, 2023, may receive a tax credit of up to $1,000.
In order to qualify, individuals need to be located in low-income community census tracts or non-urban census tracts as defined in IRS Notice 2024-20.
