Tax Benefits Other Electricity Discounts Charger Rebates HOV Lane Access EV Rebates Clear
Minnesota offers a variety of incentives to encourage EV adoption. You can get rebates on both new and used EVs, as well as rebates for installing home charging stations. Some utilities also offer discounts on electricity rates for charging during off-peak hours and even the option to power your EV with 100% wind energy. Additionally, there's a pilot program offering credits for using toll lanes with an EV.
Minnesota EV Rebate Program
Category: EV RebatesMinnesota offers EV rebates: up to $2,500 for new vehicles under $55,000, and up to $600 for used vehicles under $25,000.
EVs must be purchased or leased after May 25, 2023, and titled in Minnesota.
Category: OtherThe Minnesota Department of Transportation (MnDOT) is offering a one-time $250 account credit to eligible EV drivers for use in Minnesota toll lanes.
Eligible vehicles must be purchased or leased between November 1, 2019, and October 31, 2025, and registered in Minnesota.
EV Charging Station Rebate and Time-Of-Use Rate • Otter Tail Power
Category: Charger RebatesOtter Tail Power Company offers a time-of-use (TOU) rate to residential customers with electric vehicles.
The company also offers residential customers a $500 rebate for the installation of an AC Level 2 EV charging station. Eligible customers must be enrolled in the EV TOU rate.
EV Charging Station Rebate and Time-Of-Use Rate • LREC
Category: Charger RebatesLake Region Electric Cooperative (LREC) offers a TOU rate to residential customers. Utilizing the TOU rate requires a separate sub-metered circuit be installed to accommodate a charging station.
LREC also offers a rebate of up to $500 for the installation of an AC Level 2 EV charging station.
EV Charging Station Rebate and Time-Of-Use Rates • Connexus Energy
Category: Charger RebatesConnexus Energy offers a rebate of up to $500 for the installation of a qualified AC Level 2 EV charging station. Eligible applicants must enroll in a time-of-use rate.
Category: Electricity DiscountsMinnesota Power offers a time-of-use (TOU) rate to residential customers with EVs. To be eligible, EV charging stations must use a separate sub-metered circuit.
Minnesota Power also offers a $500 rebate to customers enrolling in the EV TOU rate for the cost of installing a second service and meter.

The program requires no additional cost, however standard or off-peak rates still apply for the electricity used.
The U.S. federal government offers EV tax credits to make going electric more affordable! New EV buyers may qualify for up to a $7,500 tax credit, depending on the car’s specs and buyer’s income. For pre-owned EVs, you could receive up to $4,000. Plus, homeowners in low-income or rural areas can get up to $1,000 for installing an EV charger.
Federal Tax Credit for New Electric Vehicles
Category: Tax BenefitsAll-electric vehicles purchased new in 2023 or after may be eligible for a federal income tax credit of up to $7,500. The credit is nonrefundable, so you can't get back more on the credit than you owe in taxes. Also, you can't apply any excess credit to future tax years.
The availability of the credit will depend on several factors: Vehicle's MSRP, Final assembly location, Battery component and/or critical minerals sourcing, Taxpayer’s modified adjusted gross income (AGI).
Federal Tax Credit for Pre-Owned Electric Vehicles
Category: Tax BenefitsPre-owned all-electric vehicles purchased in 2023 or after may be eligible for a federal income tax credit. The credit equals 30% percent of the sale price up to a maximum credit of $4,000. The credit is nonrefundable, so you can't get back more on the credit than you owe in taxes. Also, you can't apply any excess credit to future tax years.
The vehicle must be purchased from a dealer, have a sale price of $25,000 or less, and must have a model year two years prior to the current calendar year.
Category: Tax BenefitsIndividuals in low-income communities and non-urban areas who purchase qualified residential EV charger after January 1, 2023, may receive a tax credit of up to $1,000.
In order to qualify, individuals need to be located in low-income community census tracts or non-urban census tracts as defined in IRS Notice 2024-20.
